Registration of a medical treatment institution

Medical treatment institutions are medical practitioners, State and local government institutions, economic operators and commercial companies registered in the Register of Medical Institutions, comply with the mandatory requirements specified in regulatory enactments for medical treatment institutions and their departments, including observing regulatory enactments regulating the field of construction in a building designed or adapted for the operation thereof, and ensuring the availability of the environment with persons with functional medical treatment services shall be provided for malfunctions.

If a medical treatment institution registers several places (addresses) for the provision of a health care service, one place (address) shall be registered as a basic filibuster (basic address), the other places (addresses) for the provision of health care services of the medical treatment institution - as branches. Any part of a medical treatment institution (department or office), which has been established for the provision of specified health care services, including telemedicine services, or for the implementation of a specified activity profile, shall be indicated as a unit of a medical treatment institution.

The medical treatment institution shall submit a submission to the Health Inspectorate, in conformity with the regulatory enactments regarding the register of medical institutions. The submission shall be submitted to legal persons registered in the Enterprise Register at the official electronic address of the Health Inspectorate.

The preconditions for the inclusion of a medical treatment institution or branch in the Register of Medical Institutions shall be:

1. the compliance of the natural or legal person concerned with the requirements for the commencement of an economic activity or business activity, registration of the type of core activity or non-activity, with an indication of the corresponding statistical classification code of the type of economic activity in the field of health protection of NACE Rev. 2;

2. the building or room where health care services will be provided shall comply with the mandatory requirements for medical treatment institutions and their departments, including the requirements regarding access to the environment (in accordance with Cabinet Regulation No. 60 of 20 January 2009, Regulations regarding mandatory requirements for medical institutions and their departments):
2.1. rooms where the provision of medical treatment services must be ensured for access to the environment for persons with functional disabilities, i.e. the person will be able to reach the room independently, the possibility of receiving sound or visual information for a person with visual or hearing impairments shall be ensured, a toilet room shall be available in the institution;
2.2. a building or group of premises where medical treatment services shall be provided shall be registered in the real estate cadastre information system of the State Land Service (https://www.vzd.gov.lv/lv/) with the type of use of the group of premises “Medical or Healthcare Institution group” - code 1264.

The Health Inspectorate, upon the submission of the medical treatment institution and the receipt of all documents attached thereto, shall, within ten working days, evaluate the conformity of the medical treatment institution with the mandatory requirements, examine the submitted documents, perform a face-to-face check and take a decision regarding registration or refusal to register the medical institution or branch thereof. The Health Inspectorate shall notify the decision in the official electronic address in accordance with the procedures specified in the notification law.
