In order to ensure the right of a person to pursue a professional activity in the Member States of the European Union, in the Member States of the European Free Trade Association and in other countries. Upon request, the Health Inspectorate shall issue a statement regarding the recognition of professional qualifications in foreign states to medical practitioners in the regulated profession in the field of health care - nurses, midwives, assistants of the doctor, nurses, clericals, dental nurses, dental hygnists, dental practitioners, dental technicians, physiotherapists, ergotherapists, physiotherapists, assistants, ergotherapists, assistants, audiologisers, arts therapists, nutritional professionals, technical orthopets, radiologist assistants, biomedical practitioners, beauty specialists in cosmetology, radiograders, podologists, masseurs, military paramedicdics certifying:
• the right of a person to pursue a regulated profession in the Republic of Latvia on the basis of an appropriate professional qualification,
• the professional experience of a person in a regulated profession in the Republic of Latvia,
• that a person has not been deprived or restricted from the right to pursue a profession regulated in the Republic of Latvia due to a professional violation or criminal offence.

!!! Nurses (nurses) who wish to pursue a professional activity in one of the Member States of the European Union, as an alternative to a paper-based statement issued by the Health Inspectorate, are entitled to request a European Professional Card (EPC), which is an electronic procedure that can be used for the recognition of professional qualifications.
The Health Inspectorate shall ensure the receipt, processing, processing and further development of applications from the EPC in the regulated nursing profession.

Process description

  1. Service requests
    A document certifying education and professional qualifications (diploma) shall be attached to the application. (if necessary, a document certifying the change of surname/name shall also be attached to the application).

    If the submission of documents is performed by an authorised person, a notarized or certified authority of the Orphan's Court shall be presented.

    When submitting documents in person, a valid personal identification document must be produced, an application for the production of a statement must be completed.

  2. Payments
    Issuing a professional qualification recognition certificate is a fee service (see price list for costs).

    Fee for EPC – €80 - €(price may vary depending on whether the host Member State charges a fee for processing the application)

  3. Receipt of services
    If the receipt of documents is performed by an authorised person, a notarized or certified authority of the Orphan's Court shall be presented.
