For Latvian citizens, non-citizens and foreign nationals who have received a residence permit, when travelling to the countries of the Schengen Agreement * and moving in the territories of these countries, narcotic and psychotropic medicinal products which contain substances included in lists II and III may only be transported if a “Certificate on the Carriage of Narcotic Drugs or Psychotropic Substances for Medicated Needs” has been received (hereinafter - Certificate), which has been approved by the Health Inspectorate (hereinafter - Inspectorate).
The certificate shall be issued by a doctor who has prescribed a special prescription for the patient's outpatient treatment in accordance with the procedures specified in the regulatory enactments regarding the prescribing of Each narcotic and psychotropic medicinal product must have a separate certificate.

! It is the duty of the doctor to inform the patient that the Certificate and extract from the medical card of the outpatient patient (form No 027/u) must be submitted for approval to the Inspectorate.

Important! The Inspectorate shall endorse the certificate and shall be valid only when travelling to the countries of the Schengen Agreement [1] and moving within the territories of those States.
In order for the Inspectorate to evaluate the conformity of the submitted documents prior to their approval and to receive them operational, the documents shall also be submitted electronically without a secure electronic signature. We ask you to contact you in advance in order to reach an agreement on the time of receipt of the Certificate.

Process description

  1. Service requests
    The certificate shall consist of four sections A, B, C and D.
    Sections A, B and C of the certificate shall be completed by the doctor:
    Section A shall contain information regarding the medical treatment institution and the doctor,
    In Section B, information on the patient; the number of travel days and the term of validity of the permit (may not exceed 30 days), the term of the certificate shall start from the date of its approval at the Inspectorate.
    Section C shall contain information on the prescribed medicinal products - the name of the medicinal product, the pharmaceutical form, the dose, the international name of the active substance and the total quantity of the active substance, according to the number of travel days, which may not exceed 30 days.

    The certificate shall be approved and Section D shall be completed by the Inspectorate.
    At the same time as the Certificate, the doctor shall issue an extract from the medical card of the outpatient patient (form No 027/u) which contains information on the patient's state of health, diagnosis and justification for the use of narcotic drugs and psychotropic medicinal products.

    At least the following documents shall be submitted to
    - completed Certificate;
    - an extract from an outpatient medical card (form No 027/u). Information on the state of health of the patient, diagnosis and justification for the use of narcotic drugs and psychotropic medicinal products.
