Registration of Medical Practitioners and Medical Support Staff is carried out by the Health Inspectorate of Latvia (hereinafter referred to as - Inspectorate).

On 1 June 2016, the Cabinet of Ministers Regulations No. 317 “Procedure for establishing, supplementing and maintaining the Register of Medical Practitioners and Medical Support Staff” entered into force.

The Inspectorate draws attention to significant changes made to the regulatory framework:

The Register of Medical Practitioners and Medical Support Staff contains registered doctors, dentists, dental specialists, physiotherapists and specialists of related specialties, masseurs, art therapists, nutrition specialists, podologists, military paramedics, nurses, midwives, doctor assistants, biomedicine laboratory assistants, radiologist assistants, cosmeticians, beauty specialists and medical support staff.


INITIAL REGISTRATION

In order to carry out initial registration, Medical Practitioners and Medical Support Staff must submit the following:

  • identity document;
  • education diploma;
  • registration card of the Register of Medical Practitioners and Medical Support Staff (available electronically or to be filled in on the spot);
  • for persons who have earned their diploma of medical education more than five years ago – an additional document must be submitted verifying that the person has successfully passed examination of professional conformity.

The initial registration period in the register is five years.

If during the registration period the Medical Practitioner or Medical Support Staff has earned, accordingly, a Certificate of Medical Practitioner or a Certificate of Medical Support Staff, the Inspectorate shall extend the registration period for the respective profession for a period of time that exceeds the date of expiry of the Certificate of Medical Practitioner or the Certificate of Medical Support Staff by one year.

The Medical Practitioner or the Medical Support Staff who possesses a valid Certificate of Medical Practitioner or a Certificate of Medical Support Staff is not subject to re-registration!

If a certified Medical Practitioner wishes to receive a Certificate of Registration, the person must fill in an application (available electronically or to be filled in on the spot).

 

RE-REGISTRATION

Re-registration must be carried out for persons who:

  • carry out professional activities only within the respective profession and wish to extend the registration period in the register;
  • have expired Certificate of Medical Practitioner, have not undergone repeated certification, or wish to continue carrying out of professional activities only within the respective profession.

For re-registration Medical Practitioners must submit the following:

  • identity document;
  • documents verifying having undergone training courses for development of professional skills of a duration of at least 150 academic hours, which were undergone during the registration period, including those for development of professional skills of providing emergency medical assistance, or, if development of professional skills was not undergone, a document verifying that the person has successfully passed examination of professional conformity;
  • for nurses, midwives, radiologist assistants, cosmeticians and beauty specialists – 150 hours; for nursing assistants and doctor assistants  - 100 hours; for biomedicine laboratory assistants -  120 hours of curses for development of professional skills, if the registration period ends before 1 September 2020;
  • for doctors, dentists, dental specialists, physiotherapists and specialists of related specialties, masseurs, art therapists, nutrition specialists, and podologists, whose registration period ends before 31 December 2019, must submit the following:
    • a document verifying that the person has successfully passed examination of professional conformity par, or
    • documents verifying having undergone training courses for development of professional skills of the following duration:

  • an application for re-registration for a certified Medical Practitioner (available electronically or to be filled in on the spot);
  • an application for re-registration/ renewal for a non-certified Medical Practitioner (available electronically or to be filled in on the spot);
  • applications of military paramedics must have approval of the Joint Headquarters of the Latvian National Armed Forces.

The re-registration period in the register is five years.

 

RENEWAL OF REGISTRATION

Renewal of registration must be carried out for Medical Practitioners or Medical Support Staff who have expired registration period.

A Medical Practitioner must submit the following:

  • documents verifying having undergone training courses for development of professional skills of a duration of at least 150 academic hours, which were undergone during the last five years, including those for development of professional skills of providing emergency medical assistance, or, if development of professional skills was not undergone, a document verifying that the person has successfully passed examination of professional conformity, if the registration period in the register has ended no more than five years ago;
  • a document verifying that the person has successfully passed examination of professional conformity, if the registration period in the register has ended more than five years ago;
  • an application for re-registration (available electronically or to be filled in on the spot);
  • applications of military paramedics must have approval of the Joint Headquarters of the Latvian National Armed Forces.

Medical Support Staff must submit an application containing a request to renew the registration period in the register. The application must contain name, surname, identifier of the Medical Support Staff, and the profession requiring renewal of registration period.

Registration of Medical Practitioners and Medical Support Staff is carried out at the Health Inspectorate of Latvia on 7 Klijānu Street, Riga (1st floor).

 

 

MEDICAL INSTITUTIONS

Information on the employment of a Medical Practitioner and Medical Support Staff at a medical institution (available electronically) shall be submitted at the Inspectorate within five days’ time starting from the day the respective Medical Practitioner or Medical Support Staff has begun, changed or concluded carrying out of professional activities in the respective medical institution.
