In order to guarantee epidemiological safety on ships and to prevent the presence of infectious disease agents, every six months vessels floating in international waters, as defined by the International Health Regulations, must carry out an assessment of the competent authority and receive a documentary. If the period of validity of an exemption certificate for the sanitary treatment of a ship or a ship health processing control certificate has expired, the responsible person (ship agent, owner of ship or other authorised person) shall submit an application to the Health Inspectorate. The health inspection specialist shall perform the hygienic on-the-spot assessment of the ship. As a result, an exemption certificate for the control of the sanitary treatment of the ship and/or a certificate for the control of the sanitary treatment of the ship shall be drawn up.

Process description

  1. Service requests
    The www.latvija.lv portal to select and carry out an e-service "The Health Inspectorate, the receipt of an opinion or assessment."
    The answer will be sent to the specified e-pakalpojumā receiving the reply form.
    Required documents:
    1. The application;
    2. The ship's general declaration (copy) or other document providing general information on the ship: name, flag, cargo or passenger ship, load capacity, etc.;
    3. Maritime health declaration.
    If the application was received prior to the arrival of the ship, the said documents shall be received from the International Freight Logistics and Port Information System (SKLOIS) or from the responsible person at the time of arrival of the ship.

    This is a fee service, the amount of the payment shall be determined in accordance with the Cabinet Regulations “Price List of Health Inspectorate Charge Services”.

  2. Receipt of services
    The person responsible shall submit the application personally, by fax, electronically or via the www.latvija.lv portal.
    After the assessment of the ship, a prepared Certificate, signed by the head of the relevant department, shall be issued to the responsible person. If the ship is temporarily in a port, the certificate shall be signed by the hygiene doctor who carries out the assessment.

    In accordance with the requirements of the International Guidelines, the certificate must be stamped and signed on board the ship.

  3. A service charge
    After evaluating the ship, a service payment invoice shall be prepared and sent electronically to the customer. The invoice drawn up must be paid within 30 days of receipt.
